The Act's July 2027 date is about whistleblowers, and its change for providers has already started

The short answer.

Check any 1 July 2027 date a client brings you against the Act's own commencement table, because the one row carrying that date is Schedule 3, Part 4, and the Act calls that Part whistleblower protections. What the Act changed for providers is the definition of who is one, in a new section 10C that has already commenced.

One row in the table carries 1 July 2027

The Act assented to on 20 August 2026 sets out when each of its parts starts, row by row. This is the row with the July 2027 date, exactly as the table prints it.

Searched across the Act's whole text, the phrases "mandatory registration", "supported independent living", "digital platform" and "closed setting" do not occur. Supported independent living and digital platforms are in a different instrument, the registration Rules, and their dates are set out in the piece on 1 October 2026 linked below.

The change for providers is a definition, and it is in force

The Act repeals the old definition of an NDIS provider and puts a pointer in its place.

Section 9 (definition of NDIS provider) Repeal the definition, substitute: NDIS provider has the meaning given by section 10C.

That section gives the definition in two limbs. The first is about scheme money; the second reaches outside the scheme, but only as far as the rules prescribe.

Subject to subsection (2), a person or entity is an NDIS provider if the person or entity is: (a) a person (other than the Agency) who receives: (i) funding under the arrangements set out in Chapter 2; or (ii) NDIS amounts (other than as a participant); or (b) a person or entity: (i) who provides supports or services to people with disability other than under the National Disability Insurance Scheme; and (ii) who is prescribed by the National Disability Insurance Scheme rules for the purposes of this subparagraph.

A second subsection takes classes back out, again by rules.

A person or entity is not an NDIS provider if the person or entity is included in a class of persons or entities prescribed by the National Disability Insurance Scheme rules for the purposes of this subsection.

So the part still to move is a list of classes. Both paragraph (b)(ii) and subsection (2) wait on rules that prescribe who is in and who is out, and neither names a date.

Three things to look at on your book this week

Each takes a few minutes per client, and none of them waits on anybody.

  • Any client who has heard that something reaches them next July: open the commencement table with them and read row 10A together.
  • Every client paid scheme money, through a plan or as an amount under the scheme: mark them against paragraph (a), the limb written about that money.
  • Any client who also delivers to people with disability outside the scheme: note it beside their name. Paragraph (b) reaches that work only for classes the rules prescribe, and that is the list to watch.

The first conversation is the one worth having soon, because it replaces a date a client has heard with a row they can read for themselves.
