What changes on 1 October 2026, and who does it apply to?

The short answer. It applies to two groups not registered on 1 July 2026: those already delivering supported independent living, and those already running an NDIS digital platform service.

For a provider in either group who applies before 1 October, the requirement to be registered starts on the day the Commissioner decides that application; for one who does not apply, it starts on 1 October. The same day, two Parts of the August 2026 amending Act about participants' plans commence.

The date is written for providers who were not registered

The transitional section in the Provider Registration Rules starts by defining who it is talking about.

existing NDIS provider means a person or entity (other than a registered NDIS provider) who was an NDIS provider immediately before 1 July 2026.

Then it gives that group its date, for supported independent living.

an existing NDIS provider that, before 1 July 2026, had provided assistance with supported independent living (within the meaning of this instrument as amended by the amending Rules) to a participant—on or after: (i) in the case that the provider makes an application, before 1 October 2026, under subsection 73C(1) of the Act to be registered to provide the specified class of support—the day on which the Commissioner makes a decision under subsection 73E(1) of the Act on the application; or (ii) otherwise—1 October 2026

Read it as two limbs. Limb (i) is the provider who lodged before the day, and their date is the decision. Limb (ii) is everybody else in the group, and their date is 1 October.

For digital platforms the same two limbs are written again, in subsection (4), under this heading.

A registered client has a different date

A client who was already registered on 1 July 2026 is in a separate paragraph, and 1 October is not in it.

(a) if the provider of the support is an existing registered NDIS provider—on or after the day (the transition day) on which the Commissioner makes a decision under subsection 73L(1) of the Act whether to vary the provider’s registration to include the specified class of support;

Their day is a decision about varying a registration they already hold. For a digital platform, one more date sits later again.

(5) The amendments made by item 9 of Schedule 1 to the amending Rules apply in relation to the provision of an NDIS digital platform service on or after 1 January 2027.

Two Parts of the Act start the same day

The Act assented to in August 2026 has its own table of commencement dates. Two rows name 1 October 2026.

Both sit in the Schedule on access and planning. A provider client asking about their own registration date will find it in the Rules above, not in these two rows.

Sort your book client by client, in three steps

The first step rests on the second definition in the same section.

existing registered NDIS provider means a person or entity who was a registered NDIS provider immediately before 1 July 2026.

Ask these of every client, in this order, and write the answer beside each name.

  • Was the client registered immediately before 1 July 2026? Yes sends you to paragraph (a), and its date is a variation decision.
  • If not, was the client delivering supported independent living, or running a digital platform service, before 1 July 2026? No means this section gives them no date at all.
  • If so, did an application go in before 1 October? The answer picks limb (i) or limb (ii).

A client whose answers land on limb (ii) is the one to call first.
