Worker screening: Who needs a worker screening check?
Checked against the published guidance on
The Commission's guidance answers this by role rather than by job title. A worker of a registered provider needs an NDIS worker screening check if their role is a risk-assessed one or a key personnel role — and a provider may decide that all of its workers need one, registered or not.
It also reaches people who employ nobody: a self-employed worker or sole trader who is a registered provider needs one in their own right.
This answer is drawn from the regulator's own published guidance rather than from the text of an instrument. The guidance's words are quoted below, from a copy of the page fetched on the date shown; if that page changes, this answer comes off rather than staying up.
The guidance's own words

An NDIS worker screening check is where a state or territory worker screening unit assesses whether a worker poses a threat to a person with disability.
