How will supported independent living and NDIS digital platforms be defined from 1 July?

The short answer.

From 1 July 2026, a person must be registered under section 73E of the NDIS Act to provide assistance with supported independent living to a participant. For a provider that was not providing this support before 1 July 2026, the requirement applies to any provision of the support on or after 1 July 2026 — registration comes before delivering, with no transition period.

A provider that was providing assistance with supported independent living before 1 July 2026 without being registered is covered by a transition rule: if the provider applies for registration under subsection 73C(1) of the NDIS Act before 1 October 2026, the registration requirement takes effect for that provider on the day the Commissioner decides the application under subsection 73E(1); otherwise it takes effect on 1 October 2026.

A person must be registered under section 73E of the Act to provide assistance with supported independent living to a participant.

A person provides assistance with supported independent living to a participant if: (a) the participant requires constant, or immediately available, person‑to‑person supports at all times during a day, or for a substantial portion of a day; and (b) the assistance is provided, as needed, as a package of supports to assist the participant with, or to supervise, the tasks of daily life that enable the participant: (i) to live as autonomously as possible in the participant’s home; and (ii) to access the community; and (c) the assistance includes the management by the person of the package of supports, and of the supports provided in accordance with the package.

(c) in any other case—on or after 1 July 2026.

if the provider of the support is an existing NDIS provider that, before 1 July 2026, had provided assistance with supported independent living (within the meaning of this instrument as amended by the amending Rules) to a participant

(i) in the case that the provider makes an application, before 1 October 2026, under subsection 73C(1) of the Act to be registered to provide the specified class of support—the day on which the Commissioner makes a decision under subsection 73E(1) of the Act on the application; or (ii) otherwise—1 October 2026
