What are NDIS digital platforms?

The short answer.

From 1 July 2026, a person must be registered under section 73E of the NDIS Act to provide an NDIS digital platform service to a participant. For a provider that was not providing such a service before 1 July 2026, the requirement applies to any provision of the service on or after 1 July 2026 — registration comes before delivering, with no transition period.

A provider that was providing an NDIS digital platform service before 1 July 2026 without being registered is covered by a transition rule: if the provider applies for registration under subsection 73C(1) of the NDIS Act before 1 October 2026, the registration requirement takes effect for that provider on the day the Commissioner decides the application under subsection 73E(1); otherwise it takes effect on 1 October 2026.

For a registered NDIS provider registered to provide an NDIS digital platform service, the platform conditions inserted as section 13D of the 2018 Rules — evidence of worker screening clearances for persons offering supports via the platform, and checking and displaying stated information about those persons — apply in relation to the provision of an NDIS digital platform service on or after 1 January 2027.

A person must be registered under section 73E of the Act to provide an NDIS digital platform service to a participant.

An NDIS digital platform does not include an application, website or system that is not operated for the primary purpose of facilitating the provision of supports under participants’ plans.

(c) in any other case—on or after 1 July 2026.

if the provider of the support is an existing NDIS provider that, before 1 July 2026, had provided an NDIS digital platform service (within the meaning of this instrument as amended by the amending Rules) to a participant

(i) in the case that the provider makes an application, before 1 October 2026, under subsection 73C(1) of the Act to be registered to provide the specified class of support—the day on which the Commissioner makes a decision under subsection 73E(1) of the Act on the application; or (ii) otherwise—1 October 2026

The registration of the provider is subject to the condition that the provider must not allow a person to represent via the platform that the person can provide supports under participants’ plans unless: (a) the person has given evidence to the provider that the circumstance mentioned in subsection (3) exists in respect of each individual covered by that subsection; and (b) the provider is not aware that that circumstance has ceased to exist in respect of any of those individuals.

the circumstance is that each of the following holds a clearance (however described) to work with people with disability: (a) the person (if the person is an individual); (b) each individual the person employs or otherwise engages to provide such supports.

(d) that the person holds the credentials or qualifications that are stated on the NDIS digital platform for the person;

(f) general information about the processes undertaken in order to check the credentials or qualifications of the person for the purposes of paragraph (d).

The amendments made by item 9 of Schedule 1 to the amending Rules apply in relation to the provision of an NDIS digital platform service on or after 1 January 2027.
